Tara has been with IHDA for over 14 years and knows our programs and their guidelines inside out. If you have suggestions, compliments or complaints, she wants to know! She works directly with our lenders every day to get issues resolved and achieve our number one goal of getting borrowers into their homes and making sure they have the resources to stay there.

Javier Gumucio has over 20 years of experience in finance and mortgage banking as an Account Executive and an operations and sales manager at JP Morgan Chase, Fifth Third, and Van Dyk Mortgage. Javier joined the IHDA Mortgage team at the Illinois Housing Development Authority in mid-2020 as the Director of Homeownership. His focus is oversight of the compliance, servicing, and sales divisions and working on developing and promoting new programs for the Authority.

John has been with IHDA for over 6 years and is a pro in bond code and IHDA compliance. In 2023, John was awarded the Illinois Mortgage Bankers Association “Best in Biz” 2023 Affordable Housing Leadership Award. John has built his career in the mortgage industry and loves providing customer service and assistance to borrowers and lenders alike. If you have a question and are not sure who will have an answer, he's your guy! He is a vital resource for all of our partners!

Rosie has over 30 years of experience in financial services ranging from Training, Marketing, Relationship Management, Community Reinvestment, and Sales. She sits on several Affordable Housing committees and is a member of the Dearborn Realtist Group (NAREB) and the National Association of Hispanic Real Estate Professionals (NAHREP). In 2021, Rosie was awarded the Illinois Mortgage Bankers Association “Best in Biz” 2021 Affordable Housing Leadership Award. She believes in providing top-notch customer service to our lender network and clients and is available to provide answers and ongoing support. 

Racheal has strong customer service skills with experience in financial training, leadership, banking and mortgage lending.  Falzone has been in the financial industry since 1996.  She has held the position of a Retail Market Manager for the majority of her career, and held a series 6 and 63 investment license.  Recently, Racheal managed the housing counseling team, education and financial capabilities programs for a non-profit housing counseling agency. Racheal has a passion for developing and managing relationships by gaining trust, respect and providing excellent customer service.

David Gillon is a financial service professional that comes to IHDA with more than 30 years of banking experience.   He has worked in Mortgage Lending and Community Reinvestment for lending institutions in Illinois.   He has also served on boards and committees for community organizations across Central Illinois.   He looks forward to serving your needs. 

Fabiola Candlish has over 14 years of experience in both the mortgage and non-profit housing industry. She was recently a CRA District Community Development Branch Manager.  Her roles included mentoring and creating leaders in the lending industry and inspiring communities to create wealth through homeownership. Fabiola has received the corporate award from NAWRB (National Association of Women in the Housing & Real Estate Ecosystem) for 2019, 2021, and 2022. She brings expertise to aid in IHDA Mortgage’s continued focus on diversity, equity, and inclusion.
